OTR and IRS have extended deadlines for 2019 tax filings and payments

Both OTR and IRS have extended deadlines for 2019 tax filings and payments (and other OTR-related announcements) 

As of today, the DC Office of Tax (OTR) and Revenue and Mayor Bowser have announced that the deadline for 2019 DC tax filings and payments has been extended to July 15, 2020.

This applies to:

DC individual and fiduciary income tax returns (D-40, D-41, and D-40B), Partnership tax returns (D-65), and Franchise tax returns (D-20, D-30) 

OTR is continuing to process tax returns, issue refunds and help taxpayers to the greatest extent possible. So if you are expecting a refund, you choose to file sooner to receive your refund. If you owe taxes, you may want to delay until July.

1. Sales and Use Tax Relief (OTR Tax Notice 2020-02): OTR will automatically waive interest and late payment penalties of sales and use taxes for all businesses (except hotels and motels) for periods ending on February 29, 2020 and March 31, 2020 provided that payment of all taxes due for these periods are paid in full by July 20, 2020. To receive this relief:

Monthly Filers: You must file an FR-800M through MyTax.DC.gov on or before March 20, 2020 for the period ending February 29, 2020 and on or before April 20, 2020 for the period ending March 31, 2020.Quarterly Filers: You must file any File an FR-800Q through MyTax.DC.gov on or before April 20, 2020 for the period ending March 31, 2020.Payments: All filers must pay in full all sales and use taxes before July 20, 2020. If payment isn't made, all interest and late fee penalties will be charged dating back to the original due dates. 

2. OTR Walk-In Centers Closed: As of today (March 23), OTR will close all of its Walk-In Centers, located at 1101 4th Street, SW, Washington, DC, until further notice. For questions, please contact OTR's Customer Service Administration at e-services.otr@dc.gov and (202) 727-4TAX (4829), Monday through Friday from 8:15 am to 5:30 pm. OTR offers many services online and by phone:

Individual and business filers: You can find out your refund status, pay individual and business taxes, register a business, etc. at MyTax.DC.govReal property filers: otr.cfo.dc.gov/service/real-property-tax-payersFor other tax matters, please view OTR’s directory3. Income and Expense Reports: The April 15, 2020, due date to file the Income and Expense report has been extended to April 30, 2020. All filers must submit their TY 2021 Income and Expense report electronically at https://www.taxpayerservicecenter.com/income/4. Non-Hotel Real Property Tax Filers: The real property tax payment deadline will remain March 31, 2020. However, the deadline for property owners who wish to appeal their TY 2021 real property tax assessment and filing of the Income and Expense report is now April 30, 2020. Property owners can complete and submit their appeal form online at https://www.taxpayerservicecenter.com/Assessment_Appeal.jsp5. Hotel Real Property Tax Filers (OTR Tax Notice 2020-01): The real property tax due date for Hotels and Motels relating to the first half of tax year 2020 installment has been extended to June 30, 2020.
